Training packages seem to have missed the mark when it comes to balancing flexibility and restriction.  some rules seem to be too flexible (therefore affecting the &#039;value&#039; of qualifications in industry) whilst others are way too prescriptive.  I&#039;ve also tried to engage with industry to persuade them that competency systems can work but any reduction in time is generally viewed as a lowering of standards.

We have much work in front of us!</description>

In the 1970s there was a Commonwealth apprenticeship scheme sadly branded &#039;21 week wonders&#039;,in the 1980s National Modules and subsequently Training Packages. The latter with a serious attempt to implement competency based training and assessment. A brave challenge to the entrenched time served, lock step one size fits all culture.  The underlying emphasis being on industry standards, flexibility to meet individual employer/industry requirements  and the assessment of competency.
Since then I have seen a drift back to the good old methods of training delivery. Admittedly embellished with the application off contemporqary techonology. Some current Training Packages have become so prescriptive (read restrictive) with absolute blurring of what was a clear distinction between the endorsed  and the unendorsed components of units of competency. No less than a syllabus and student/teacher resource notes. Training deliver staff in some cases virtually hand out the unit descriptors to the students and sit back.
